Issue UN cards to Myanmar refugees in Delhi: CRC

Aizawl: Chin Refugee Committee (CRC) based in New Delhi has urged UNHCR protection unit officials to accelerate the process of issuing UN cards to Myanmar refugees residing in Delhi, as stated by a CRC leader on Saturday.

During a meeting with UNHCR protection unit officials on April 15, the CRC highlighted that approximately 90% of Chin refugees in Delhi possess only temporary identity cards, which limits their access to safety, healthcare and protection. They emphasised the urgent need for proper Refugee Identification Cards.

The CRC said, "UNHCR has come to acknowledge asylum seekers who have been threatened by newly confirmed foreigners and migrants in India." They also mentioned increasing difficulties faced by refugees with health concerns and those residing in India for more than 4 years.

A New Delhi CRC leader highlighted the lack of job security, with employed refugees facing dismissal and underprivileged refugees unable to pursue education. "There is no security in jobs, education, healthcare and livelihood for the Chin refugees in the Indian national capital, the leader said." Additionally, refugees reported harassment during church attendance and threats of deportation for temporary card holders.

UNHCR protection unit officials committed to escalating these concerns to senior authorities and announced plans for an open house discussion in May, involving CRC, other refugee organisations, and Delhi-based refugees.

Despite not being a UNHCR member state or party to the 1951 Refugee Convention and its 1967 Protocol, India lacks a national refugee protection framework. Nevertheless, the country provides asylum to numerous refugees and acknowledges UNHCR's authority regarding other nationals, particularly from Afghanistan and Myanmar.

UNHCR India maintains collaboration with Govt of India, NGOs and civil society to assist refugees.

Current estimates indicate approximately 60,000 Myanmar refugees have sought shelter in India, with over 33,000 residing in Mizoram.
